Important Info for Dog and Cat Breeders

Starting September 1, 2012, certain types of dog and cat breeders will be required to be licensed in Texas. House Bill 1451, enacted in 2011 by the 82nd Legislature, requires breeders with 11 or more intact females to be licensed by the Texas Department of Licensing and Regulation (TDLR). The Texas Commission of Licensing and Regulation, TDLR’s governing body, implemented this program by establishing standards of care for these animals which have never existed previously in Texas. These standards include requirements for living conditions, feeding, exercise, temperature control, and veterinary care.
